Question: How fast do I have to be going over the posted speed limit for an officer to be able to pull me over?

Answer: You may be stopped for any speed over the posted limit. Generally officers allow some leeway due to the inconsistencies of vehicle speedometers.

Speed drops near Kendall School

The speed limit on a section of Kendall Road near the Kendall Elementary School has been reduced to 40 miles per hour.

A speed study of the area determined traffic flow there better matches the reduced speed, according to the state Department of Transportation.
It had been 55 miles per hour.

The reduction is only for a small stretch of Kendall Road, also known as Highway 547, between Mount Baker Highway and Wheeler Road.
Signs posting the reduced speed were installed on Thursday, December 12th, 2013.

Question: Is it legal for people (kids and adults) to ride in the back of a pickup truck?

Answer: This question comes up occasionally. The legality is covered under RCW 46.61.688, Safety belts, use required.

If you are 16 or older and if all of the seat belt positions have occupants, it would be legal to ride in the bed of the pickup truck. You must be in the bed of the truck, not on the rail or on the wheel well. If you are under 16, it is not legal.

Rules of the Road: Do I need to Stop before taking I-5 north from Sunset Drive in Bellingham, WA?

Question: When getting on northbound Interstate 5 at Sunset Square, there are three lanes of traffic. The far right lane is a turn-only lane. There is also a stoplight with only two lights that appear to be in effect only for the lanes that are traveling straight. I see most drivers do a rolling stop when turning onto the freeway even when the stoplight is red. Is that stoplight for the turn-only lane, too?

Rules of the Road: Can pedestrians legally cross once countdown timer has started?

Question: With the introduction of more pedestrian countdown walk signals at Bellingham intersections, I've noticed more pedestrians entering a marked crosswalk after the "Walk" signal has switched to "Don't Walk." Sometimes they make it across before the light changes. Other times they are still in the crosswalk and blocking cross traffic that has a green light. Is it a violation for a pedestrian to enter a crosswalk when the signal has switched from "Walk"? Can they block traffic with a green light because they are still in the crosswalk? Do police ever issue warnings or fines for this ...

I saw this documentary at a friend’s house while on my recent travels. His daughter lives in New Zealand and experienced these earthquakes.  It is extraordinary. I would like to buy it and show it as part of my CERT continuing education. This link shows 12 minutes from the movie which is about 100 minutes long. It is entitled WHEN A CITY FALLS.

The Washington State legislature can’t agree on most issues. They did agree to pass over 300 laws/amendments. Most of the laws are obscure and don’t affect the average citizen. There are some laws that you should be aware of. The following laws took effect and/or were amended recently:

RCW 46.20.020 Electronic Proof of Driver’s Insurance:
Drivers in Washington are now able to show proof of insurance via a smart phone or electronic media device.

With the several wild fires going on around the U.S., including one down south of us along Highway 2, I thought I would send this to you folks in the Nooksack River Valley.  As you know from your CERT training, these are possible in your area.
