Take note of the following characteristics, so you can report to 9-1-1 and make documentation of your own to keep.

Race or Ethnicity
Age (approximate

Complexion - light, dark, ruddy, etc.
Eye Color (if possible)
Hair - color, length, thick, thin, balding, full, facial hair, etc.

Height - estimate in two inch blocks, 5' 8" - 5" 10"
Weight - estimate in blocks of 20 pounds, 180-200 lbs.
Build - large, medium, small, stocky, thin, etc.

Distinguishing Features - tattoos, scars, eyeglasses, teeth, jewelry, etc.

Clothing - type, color, style, (start at the top and work down).
Direction of Travel

Speed drops near Kendall School

The speed limit on a section of Kendall Road near the Kendall Elementary School has been reduced to 40 miles per hour.

A speed study of the area determined traffic flow there better matches the reduced speed, according to the state Department of Transportation.
It had been 55 miles per hour.

The reduction is only for a small stretch of Kendall Road, also known as Highway 547, between Mount Baker Highway and Wheeler Road.
Signs posting the reduced speed were installed on Thursday, December 12th, 2013.

Rules of the Road: Can pedestrians legally cross once countdown timer has started?

Question: With the introduction of more pedestrian countdown walk signals at Bellingham intersections, I've noticed more pedestrians entering a marked crosswalk after the "Walk" signal has switched to "Don't Walk." Sometimes they make it across before the light changes. Other times they are still in the crosswalk and blocking cross traffic that has a green light. Is it a violation for a pedestrian to enter a crosswalk when the signal has switched from "Walk"? Can they block traffic with a green light because they are still in the crosswalk? Do police ever issue warnings or fines for this ...

Movie: When a City Falls

I saw this documentary at a friend’s house while on my recent travels. His daughter lives in New Zealand and experienced these earthquakes.  It is extraordinary. I would like to buy it and show it as part of my CERT continuing education. This link shows 12 minutes from the movie which is about 100 minutes long. It is entitled WHEN A CITY FALLS.
